Controlled substance quantity requested exceeds a configured per-prescription cap -> hard block, requires Pharmacist-in-Charge override with reason.
Batch nearing expiry is the only stock available -> Dispense Wizard allows it with a mandatory warning acknowledgment (never silently substitutes an unavailable expired-safe batch).
Refill requested after the authorized refill window has lapsed -> system blocks and requires a fresh Prescription Intake.
